Eligibility & Conditionalities

This module covers two subjects:

  • eligibility: which registry households can enter a program;
  • conditionalities: which obligations a program's beneficiaries must meet, and how this is checked.

Eligibility

Principle

Eligibility is decided program by program. The same household can be eligible for one program and not for another.

Each program chooses its eligibility mode in its form:

ModeEligible if
PMT score onlyThe household's PMT score is below the program's threshold, or failing that below the PMT method's threshold
Eligibility rules onlyThe program's rule set is satisfied, or failing that its simple criteria
PMT score and eligibility rulesBoth at once (default mode)

A low PMT score means a poorer household. The score belongs to the project: it is computed with the project's PMT method, or with the program's own method if it has one. See the PMT score methodology.

When eligibility is evaluated

  • On integration of a household into the registry, for each program of its project.
  • On demand, with Re-evaluate programme in the program record.

The result and the enrolment of eligible households are in each program's record, Eligibility tab. See Programs.

Conditionalities

Conditionalities are obligations of the beneficiaries of a conditional transfer program:

CategoryExamples
EducationChildren's school attendance
HealthVaccinations, prenatal visits, check-ups
TrainingAttendance at sessions
OtherAny other obligation

Verification checks compliance, transfer by transfer:

StatusMeaning
CompliantConditionality met
Non-compliantConditionality not met
PartialPartly met
PendingNot yet checked
ExemptExcused for a valid reason

Access

The conditionality screens have no entry in the side menu. They open from the Conditionality Monitoring page, at the application address /#/conditionnalites, which gives access to entry, import, statistics and configuration.

Process

  1. Configure conditionality types and attach them to programs, with a compliance threshold and a penalty.
  2. Enter or import the verifications of each transfer.
  3. Monitor compliance rates and non-compliance.
Penalties

Penalties are applied automatically when a transfer's payments are generated. Only a mandatory conditionality whose verification for that transfer is below the threshold (non-compliant or partial) counts.

  • Alert: the payment is unchanged; an alert flags the beneficiary.
  • Reduction: the amount is lowered by the reduction rate chosen when attaching the conditionality (1 to 100%).
  • Suspension: the payment is created cancelled, at 0, with the reason; the beneficiary is not paid for that transfer.

If several conditionalities fail, suspension prevails, and between reductions the highest rate applies. A missing or exempted verification does not penalise. Record verifications before generating payments: payments already generated are not recalculated. The payment list shows the initial amount of every reduced or suspended payment.
